Why does a folder have the same attribute as a task in the 'Shared with' field?

A folder may represent a project or an activity which requires that several tasks be completed for it to be totally fulfilled. Here comes shared list for a folder. Also the task may be shared or assigned to other people besides those who are indicated in the parent folder of a task. These people do not see other tasks in the folder and have no idea of the folder existing at all.
